Add the active yeast to the warm milk in a liquid measuring cup. Let it sit for 5 minutes.
Add the yeast mixture to the stand mixer fitted with the dough attachment. Add the all purpose flour, melted butter, sugar, and salt. Mix for 3-4 minutes until a dough ball forms.
Place the dough in a lightly oiled Instant Pot. Close the lid and set the Instant Pot to "yogurt" and cooking time to 90 minutes.
When the dough has doubled in size, place it on a lightly floured surface and roll it out. Spread the butter and sprinkle it with the cinnamon sugar mixture.
Roll the dough into a log and cut into 8 equal pieces. Place the buns in a buttered springform pan and cover with aluminum foil. Add 1 1/2 cups of water to the Instant Pot and add the trivet insert.
Set the Instant Pot to saute mode again and add the grainy mustard and apple cider vinegar. Cook for 3-4 minutes. Pour the hot dressing over the potatoes and season with salt and pepper and garnish with bacon and fresh parsley.
